Is a Gas-Fired Hot Water Boiler Covered by DSEAR?

In short, no.
Gas-fired hot water boilers used for space or water heating in office buildings are excluded from the Dangerous Substances and Explosive Atmospheres Regulations (DSEAR).

These systems are instead managed under other relevant legislation, such as the Gas Appliances (Safety) Regulations 1995, which govern their design, installation, operation, and maintenance.


When Does DSEAR Apply to Gas Systems in Office Buildings?

While the boiler itself is excluded, the mains gas supply pipework feeding the boiler is relevant under DSEAR.

DSEAR applies to the presence of dangerous substances and the potential for explosive atmospheres. In this case, the hazardous area classification relates to the gas pipework, not the appliance.


How Is Zoning Determined for Mains Gas Pipework?

The hazardous zones associated with mains gas pipework depend on several factors, including:

  • Gas supply pressure
  • Pipework location (indoors, outdoors, or confined spaces)
  • Inspection and maintenance regime
  • Frequency of leakage testing (e.g. six-monthly checks)

Zoning for these systems is typically determined using Institute of Gas Engineers and Managers (IGEM) guidance, including IGEM SR/25 and IGEM UP/16.
