SIL, Unrated and IPLs: Three LOPA Terms Every Engineer Should Understand

Understanding LOPA terminology is an important part of participating effectively in a Layer of Protection Analysis (LOPA) study. Whether you are attending your first workshop or reviewing the results of a completed assessment, terms such as SIL, IPL and unrated are frequently used and can sometimes cause confusion.

What is SIL?

SIL stands for Safety Integrity Level.

A Safety Integrity Level is used to define the reliability and performance required from a Safety Instrumented Function (SIF). These protective functions are designed to prevent hazardous events or reduce the likelihood of a hazardous consequence occurring.

Within a LOPA assessment, SIL requirements are determined by comparing the current risk level with the tolerable risk target. The resulting gap identifies the level of risk reduction required.

There are four Safety Integrity Levels:

  • SIL 1: Risk Reduction Factor of 10 to 100
  • SIL 2: Risk Reduction Factor of 100 to 1,000
  • SIL 3: Risk Reduction Factor of 1,000 to 10,000
  • SIL 4: Risk Reduction Factor of 10,000 to 100,000

As the SIL level increases, so too does the reliability required from the safety function. If something falls below SIL 1, i.e. with a risk reduction factor 10 or less, this is termed “unrated” and does not fall under functional safety.

What does an unrated result mean in LOPA terminology?

One of the most commonly misunderstood pieces of LOPA terminology is the term “unrated”.

An unrated result means that an independent protective trip is required, but the level of risk reduction needed is less than that required for SIL 1.

In practical terms, an unrated result indicates:

  • An independent trip is required
  • The trip must be independent of the Basic Process Control System (BPCS)
  • The required risk reduction factor is 10 or less
  • A SIL-rated function is not necessary

Although it sits below SIL 1, an unrated trip still provides an important layer of protection and should be managed appropriately throughout its lifecycle.

What are IPLs?

IPL stands for Independent Protection Layer.

IPLs are safeguards that can be credited with reducing risk during a LOPA assessment. However, not every safeguard automatically qualifies as an IPL.

For a safeguard to be recognised as an Independent Protection Layer, it should be:

  • Independent of the initiating cause
  • Independent of all other IPLs
  • Effective at preventing the hazardous consequence
  • Auditable
  • Secure and maintainable
  • Subject to appropriate inspection and maintenance

If these requirements cannot be demonstrated, the safeguard should not be credited as an IPL within the assessment.

Why are IPLs important?

Independent Protection Layers are one of the cornerstones of a LOPA assessment because they determine how much risk reduction can be legitimately claimed.

Incorrectly crediting safeguards as IPLs can lead to an underestimation of risk and potentially inadequate protection measures. Equally, failing to recognise valid IPLs can result in unnecessary expenditure on additional safeguards.

This is why independence, effectiveness and maintainability are critical considerations during a LOPA study.
